Current Planning Applications

You are here:

Below we have summarised the current Planning Applications in the Wilsden Parish Council. When an application has been accepted by Bradford Council Planning Department they will immediately consult the Parish Council who have to respond within 21 days. Within about one week the Parish Clerk will decide the date of the meeting that will consider this application. The Parish Council meeting is open all and if residents wish to speak about a particular application, whether they are for or against, this will generally be allowed. Once the Parish Council has decided whether they support or oppose an application the table below will be updated and Bradford Planning Department will be notified of the decision. The Parish Council has the option of requesting that a particular application is considered by the Shipley Planning Panel or is decided by a Planning Officer. Once a decision has been reached this information will be recorded in the table below.

23/04197/HOUProposal: Garage conversion to living space, loft conversion into bedroom with ensuite and garden shed decking area at rear of property and installing detached shed Grid Ref: 409086 436703 Location: 5 Smithy Lane Wilsden Bradford West Yorkshire BD15 0EG20th November 20238th December 2023Wilsden Parish Council does not support this application. The reason for this non-support are as follows;

- The information in the application is sparse and at times inconsistent.
- The application form refers to a loft conversion in the listed barn but there is no reference to this anywhere in the application. Should the garage conversion be approved we request that the conditions make clear that any loft conversion is excluded
- The garage is completely unsuitable as a habitable space based upon the details in the application. As the garage is separated from the listed barn conversion by over 5 metres it should in our view be viewed as a separate living space and in that context can only be considered as a standalone dwelling. The proposal to therefore install a chemical toilet and no running water is completely inadequate.
- All houses and associated buildings in the Smithy Lane development were constructed in reused Yorkshire stone, which matched the 225 year old barn. If the proposal is accepted to remove the existing garage door with a smaller door and window is approved there should be a condition that reused stone must be used.
- The shared access to the garage of both 5 and 7 Smithy Lane means that both properties only have parking space within their garages because of the need not to block access to the others property. These restrictions regarding access are specified in the deeds. The proposal to remove this space as a garage for 5 Smithy Lane means that the statements on the application form that there is no change to either vehicular access or parking are clearly incorrect.

There are at least 250 horses stabled within a 2km radius of the site and the British Horse Society has already raised concerns about current traffic levels. There are 2 additional caravan storage facilities within close proximity that are more easily accessible. To allow this application to be granted it will create a more Urban element to the landscape, the security measures required, as per the guide submitted, are industrialized, and the fact that the site is adjacent to ancient monuments, consideration must be given to the effects that change in usage of the barn may have upon this historic landscape.
If officers are minded to grant this application, the Wilsden Parish Council ask that conditions are implemented that if anything other than Caravan storage facilities is required for the site a new planning application must be submitted for consultation

23/02005/FULProposal: Change of use of part agricultural land/former quarry for the siting of 2 No luxury glamping pods with a communal space, car parking and access track Grid Ref: 408147 435845 Location: 174 Harecroft Haworth Road Wilsden Bradford West Yorkshire BD15 0BP18th July 20237th August 2023The Parish Council does not support this application as it is inappropriate development in the Green Belt. It does not meet the conditions detailed in paragraphs 149 and 150 of the NPPF for exceptions to the limits on development in the Green Belt. It would not preserve the openness of the Green belt and fails to assist in safeguarding the countryside from encroachment contrary to policies DS2 and EN4 of the Core Strategy.

The proposal will result in intensification of the traffic at a difficult junction onto a busy B-road. The angle of egress from the site into Bents Lane prevents a view of any traffic approaching from the north towards Harecroft and will cause conditions prejudicial to highway safety. The site access is also accessed at the same point as PROW (Public Rights of Way) 194 leading to conflicts between vehicles and walkers to the detriment of highway safety and contrary to Policy DS4 of the Core Strategy.

Although largely separate from the hamlet of Harecroft it is known that the layout of the former quarry is an effective amplifier of sounds in the quarry and as such has the potential to cause a public nuisance for the residents of Harecroft.

The quarry has been disused for more than a century and was identified by the Parish Council, in conjunction with the West Yorkshire Ecology Service, as an important heathland wildlife corridor in the emerging Wilsden Neighbourhood Plan. In the absence of a detailed ecological survey this application should refused as a result of its adverse impact on the biodiversity of the area. The Parish Council also note that Design and Access Statement states that the pods will be screened by fast growing hedging without giving details of the species in the absence of evidence to the contrary it believes that the inclusion of this hedging is likely to have an adverse impact on the biodiversity.

23/02020/FULProposal: Conversion of existing barn to form two semi-detached dwellings with associated landscape and access/parking works Grid Ref: 409991 436156
Location: Northfields Hall Shay Lane Wilsden Bradford West Yorkshire BD15 0DJ
11th July 20237th August 2023The Parish Council does not support this application although it does not object in principle to the possible conversion of the building to residential use. As the application makes clear these buildings have not been used for agricultural purposes for many years but have been used for industrial purposes to store building materials and equipment. The building was originally approved in 2010 for storage of food and equipment associated with farming suckling cows but there has been no visual evidence of this taking place for many years. The outside storage area, which was originally approved as a menage in 2009 has never been used for agricultural development.

The Parish Council have two specific concerns about this development, firstly the lack of evidence that there is any intention to address the issues of sustainability and energy. There is no evidence the applicant has addressed the terms of para 155 of the NPPF by installing solar panels, providing efficient and effective insulation. Details of an appropriate approach can be seen in the emerging Wilsden Design Code and specifically code 1A.

The Parish Council’s second concern relates to the design and specifically the materials of construction. The structural report describes the building as being of no architectural merit a sentiment with which we would concur. The proposed materials are not normally in character with the area for residential properties with buildings being typically of Yorkshire stone with slate roofs. However, exceptional design and build quality with high sustainability may be considered. Examples of materials and detailing are given in Code 3C of the emerging Wilsden Design Code.

Based upon the above concerns and the recommendations of para 134 of the NPPF we would submit that this application should be refused.

The Parish Council is also surprised and concerned that the calculated Biodiversity Net Gain for this significant development in the Green Belt consists of the installation of one bat box and one swift nest box.

23/02135/FULProposal: Construction of a stable block change of use of land to form sand paddock for private use and alterations to existing access. Grid Ref: 408907 437258 Location: Land 408907 437251 Harden Lane Wilsden Bradford West Yorkshire10th July 20237th August 2023The Parish Council does not support this application as it does not preserve the openness of the green belt and would harm the character of wooded valley of Wilsden Beck. This application attempts to address the highway issues raised in the previous refused application 23/00802/FUL but in no way addresses the fact that this is an inappropriate development for the Green Belt.

NPPF (National Planning Policy Framework) paras 137 and 138 state that the function of green belt is to prevent urban sprawl by keeping land permanently open, to prevent neighbouring towns from merging into one another, to assist in safeguarding the countryside from encroachment.

The proposed site is a particularly sensitive area of green belt which is identified in the Draft Wilsden Neighbourhood Plan as an area which Wilsden Residents had made clear at consultation that they wished to be kept as green fields to prevent the joining up of the villages of Wilsden and Harden by ribbon development. Building on this land would therefore be inappropriate and harmful to the openness of the green belt. There are no very special circumstances which will outweigh the resulting harm.

There is also a potential adverse environmental impact. The application states that the whole site is 2.2 acres but does not say that 30% is protected woodland covered by a TPO. If potential damage is to be avoided the protected woodland must be securely separated from the open area. The applicant has stated that he wishes to keep horses on the land, but the Parish Council is concerned that the lack of visual oversight of the site and proximity to Harden Lane is problematic to the welfare of the horses and the security of animals and tack. The site is also fairly distant from the applicant’s home and would require vehicular visits so is also poor in sustainability.

In the couple of years since the applicant purchased the site, he has cleared the 20 years-worth of scrubland and self-seeded trees and tipped hard-core and topsoil onto the land thereby significantly reducing the biodiversity of the site and its visual and environmental amenity. This has also raised the land level such that the existing dry stone walls bordering Harden Lane are now too low to prevent horses escaping onto the main road. While the Parish Council, if the application were to be granted, accepts the proposal for a fence round the menage, this would not be appropriate for the boundary with Harden Lane which should remain as a drystone wall raised in height and would further suggest that a dry stone wall should be built to prevent access of the horses to the protected woodland.

If officers were minded to grant the application Wilsden Parish Council requests that it should go to Panel.

Proposal: Construction of stable block and change of use of land to form sand paddock for private use
Location: Harden Lane Wilsden Bradford West Yorkshire

30th March 20234th April 2023Wilsden Parish Council does not support the above planning application which appears to be identical in all aspects to planning application 22/05187/FUL which is still pending consideration. NPPF paras 137 and 138 state that the function of green belt is to prevent urban sprawl by keeping land permanently open, to prevent neighbouring towns from merging into one another, to assist in safeguarding the countryside from encroachment.

Bradford Core Strategy policy SC7.A. states that the Green Belt in the District has a valuable role in supporting urban renaissance and transformation, keeping settlements separate, and the concentration . development, as well as conserving countryside.

22/05193/FULProposal: Refurbishment and extension of existing farmhouse, and conversion of
existing barns and outbuilding to form 5 no. dwellings.
Location: New Laith Farm Brown Lee Lane Wilsden Bradford West Yorkshire BD15
0BU
5th January 20236th February 2023This development in its totality does not meet the standard laid down in para 149 c) and g). Wilsden Parish Council supports the principle of the reuse of redundant agricultural building but cannot support the significant over development proposed for this application.

The intent to convert every built structure on the site to a residence results in some low and cramped living spaces, and some with no designated garden.

The former kennels (probably built around 1976) are extremely dilapidated, roof fallen in, single skin breeze block wall breaking down (not shown on any of the applicants photos). Their simple construction, form, size and materials would not translate well to housing nor do they relate well to the vernacular of the old stone farmhouse and barns.

Works to make the old kennels habitable would be detrimental to the openness of the green belt. Demolition and clearance of these buildings appears to be the only suitable option.

The increase in volume of the garage/pigsties would also be detrimental to the openness of the green belt. These structures are on the corner of the junction of footpaths Bingley 245 and 193 and are prominent in the landscape. They are relatively new structures, on the 1955 OS map only the main farmhouse and Laithe, the abutting barn to the north and the detached small storage barn to the south of the site are shown.

Similarly, the proposed extension of the farmhouse extends the building out of its current curtilage projecting further into the field. It significantly increases the volume and mass of the building.

The barn which abuts the farmhouse has a rear roof which meets awkwardly with the northern wall of the laithe. According to the surveyor’s report, this wall has a bulge which necessitates some rebuilding, giving an opportunity for consideration as to how these two built forms might better relate to each other and how light gets into each of them.

The multiple rooflights in the roof of the old laithe are an incongruent addition which breaks up the characterful coverage of the stone slates.

The Parish Council concurs with the concerns of the drainage officer about the surface water drainage into the pond and asks for clarity in how the extra water will drain out of the pond. at present footpath Bingley 245 (downgraded from bridleway status) is extremely wet in the area of New Laith Farm. Increasing the flow of water towards the pond adjoining the footpath is likely to worsen this problem.

22/05069/PAR Proposal: Change of use of agricultural building and land to one dwelling (C3) and associated building operations
Location: Agricultural Building Cross Lane Wilsden Bradford West Yorkshire
3rd January 20239th January 2023Wilsden Parish Council objects to this application for the following reasons:

The applicant wishes to use Class Q to allow the conversion of an agricultural building to a dwellinghouse.

The building was not on the land on 20 June 2012 when the applicant's appeal (12/00004/APPFUL) was dismissed. The application had been to build eight stables on the land. The Parish Council is unable to say when exactly the building was erected. There was no planning permission or PNR obtained. If the building was erected as an agricultural building under Permitted development rights then that would have extinguished the right to convert it under Class Q.

The building was used for equestrian purposes and this not only precludes the use of Class Q now but also was unlawful from the start, although enforcement action was not taken.

The Parish Council queries whether the building is/was in use as part of "an established agricultural unit". The smallholding was used for the stabling of horses and a small flock of sheep.
A development is not permitted by Class Q if the site was not used solely for an agricultural use as part of an established agricultural unit on 20th March 2013.

Change in the external appearance of the building (i.e. timber cladding as stated in the design statement) does not come under Class Q.

The location of the building is such that it is the sole building on the southern and eastern side of the bridleway. The introduction of domestic elements and curtilage for garden, driveway, boundary treatments etc. would harmfully erode the openness of the green belt.
It would be therefore be undesirable for the building to change from agricultural use to a use falling within Class C3 (dwellinghouses) of the Schedule to the Use Classes Order and so precludes the use of Class Q.

The applicant has recently received permission (21/00979/PAR) under Class Q to convert two buildings at the western side of the farm track (bridleway Bingley 165). This should not be taken as a precedent for the current application.

The bridleway, which is unmade, narrow and turns a 90o corner immediately prior to the gateway, has had little to no vehicular traffic with the exception of the applicant travelling along and back twice a day. The increase in traffic along this track, which is a well-used part of the Calder-Aire Link, when considering both the granted application and the current application will therefore be a great deal higher than previously and be detrimental to the safety of the horses and riders, cyclists and pedestrians using it

This application is for a building which is likely to be still needed if the applicant continues to hold any livestock or keep agricultural machinery or feed on his smallholding as all other buildings on the applicant's land are destined for conversion in the granted 21/00979/PAR.

The opinion of Wilsden Parish Council is that this application cannot be considered a class Q conversion and that a full planning application is necessary.

22/05010/MAFProposal: The proposed energy storage facility would accommodate up to 108 battery storage cabinets, arranged in 18 clusters of 6 units, along with ancillary structures including a connection building, substation building, site office and storage unit. The site would be surrounded by security fencing and a significant area of new peripheral landscaping. The project would provide rapid-response electrical back up the electricity network in the form of frequency response support, reactive power support and synthetic inertia.

Location:: Land At Harrop Lane Wilsden Bradford West Yorkshire
3rd January 20239th January 2023Wilsden Parish Council does not support this application.

The Parish Council accepts that there is a national need for energy storage, and a previous application for a 50mW array of 50 batteries at Bradford West substation has already been granted (18/03894/OUT and 19/03074/REM) on an adjacent site.

The current application is for a 100mW storage facility on two fields in the green belt to the east of the substation. This would make the battery storage at Bradford West among the largest of the National Grid's 330 high voltage substations.

It would extend the sprawl of the substation a considerable distance into the green belt harming its quality and distinctiveness. With a projected lifespan of 50 years, this decision will impact upon future generations.

The Parish Council is concerned that, due to the lack of an overall body regulating the building of energy storage, the large number of energy supply companies will be seeking to insure against blackouts by each having their own battery storage units across the National Grid.

It is the opinion of the Parish Council that this application is poorly designed.
It achieves only 100mW on a site of 2.1ha (c.f. 50mW on 0.8ha on the previously granted site).
The proposed site is inadequately screened with 80% of the trees being small 'feathers' and the remaining 20% 'up to 3m' in height. The planting scheme is only a thin line of trees at 1.5m intervals around the boundary. For five to six months every year the native trees will be leafless and offer no screening at all.

The application suggests that 'creation of larger areas of woodland was considered inappropriate given the open field pattern of the host landscape'. The Parish Council is taking active measures, having declared a Climate emergency, to increase woodland across the Parish and beyond. The applicant's photos from VP3 show that, besides the trees associated with the substation compound, there is woodland on the hill behind.
The proposed site should be surrounded on all sides by a thick belt of woodland including holly as well as broadleaf. The northern and eastern sides should have naturalistic margins to look like natural woodland. This would help prevent the proliferation of more energy storage schemes or other National Grid support apparatus encroaching further upon the green belt. Larger, more mature trees than 3 metres should be planted and at a much greater ratio than 1 in 5.

The Parish Council notes that the height of the proposed building to house the switchgear is 10.6m. This height and mass are an alien and dominant intrusion into the landscape. Grey colouring for the top part of the building will make it more visible.
The use of engineered red brick for the electrical control room is uncharacteristic of the area.

While the Acoustic Design Assessment concludes that 'the proposed installation would not have a significant adverse impact on any neighbouring properties' and that 'levels would be below the British Standard 8233 guidelines for residential occupation during both the day and night' it is likely that noise would be noticeable by residents in the vicinity and impact adversely on their amenity. The battery cooling fans are more likely to be deployed in hot weather when residents have their windows open. A light prevailing wind would carry sound towards houses to the north at New Holland, Honey Pot and Lane Side. Furthermore because the area is open countryside there is little to no background traffic noise or ambient urban noise so intermittent use of the fans would be more noticeable especially during the night-time.

There has so far been only one fire at a battery storage site, but there is no detail in the application as to how run off from the site in the event of a fire would be prevented from entering the watercourse at the north-east of the site or of pollutants being washed off the site following such an incident or leakage.

If this application is granted, conditions on creating surrounding native woodland to form adequate 360 degree screening must be imposed.
The density of batteries must be such that the most frugal use of green belt land can be achieved.
Careful consideration should be given to how the number of energy companies benefitting from this application can be maximised to mitigate against future energy storage applications at this substation.
Acoustic testing of expected noise levels must be done to properly assess the impact on residents.

Proposal: Removal of 9 stones/markers on garden boundary and replacement with a fence
Location: 1 Club Row Wilsden Bradford West Yorkshire BD15 0AR
26th September 20225th December 2022Wilsden Parish Council does not support this application.
Removal of the slab fencing stones would compromise the integrity of the gardens to the listed terrace of Club Row. There are pleasing and harmonious views across the gardens which are separated by these interesting low stone walls.
Whilst there is a wooden fence at either extremity of the street, any loss of the stone slabs there was prior to the listing of the properties and must not set any precedent.
1 Club Row is the only property in the street which is not listed, but is a sympathetic 2007 conversion of a joinery workshop of some age which faces the listed terrace, being built in the garden of number 12 during the second quarter of the 19th century. The stone slab walls most likely predate the erection of this old workshop building.
Wilsden Parish Council disagrees with the final paragraph of the Conservation Officer’s comments and would object to the erecting of a fence alongside the stone slab fencing for the same reasons as stated above.

22/03592/FULConstruction of earth banked slurry store
Upper Bents Farm Bents Lane Wilsden
22nd August5th September 2022Wilsden Parish Council is not able to support the application due to lack of information.
The proposed slurry store would appear to have a capacity in excess of
2.5 million litres (allowing 750mm freeboard). This appears to allow for six months storage of slurry for our estimate of up to 250 cows and would therefore allow the current size of herd to continue and allow for significant increase if that were needed in the future. However, there are no details of how the slurry would get into the store, or out of it and where pumps (or scrape ramp if that is the case) would be situated.
There are also no details of the fence which will surround the store and the Parish Council suggest that more consideration should be given to the planting of trees around it, especially on the north and east The Parish Council notes that there would be no winter spreading, and questions whether the farmer's holding of 100acres is sufficient to allow the annual spreading of such a large volume of slurry as may be held within the store. This proposal appears to allow for six months storage of slurry and rainfall for our estimate of at least 250 cows and would therefore allow the current size of herd to continue and allow for significant increase if that were needed in the future.

22/03087/FULConversion of existing barn to dwelling
Land At Grid Ref 409268 436408 Main Street Wilsden
12th August 20225th September 2022The Parish Council is unable to support this applications because of significant omissions in the documentation. While the building conversion is generally supported these concerns outweigh the acceptable parts of this application. First of all, the application restricts the right of vehicular access to the Wilsden allotments, granted to Wilsden Parish Council in 2005 when ownership was transferred. A copy of the transfer agreement has been submitted to the case officer. This shows that the dry stone wall to the north east of the site prevents this right of vehicular access.
A further concern is that the red lined site plan includes a walled wooded area where the only access is from the car park of St Matthews Church. The Church has not even received any notification of this application. The Parish Council are also concerned that no site notices have been displayed at the site.
The Council are generally supportive of the Conservation Officers conclusions on the proposed conversion we are surprised that the importance of these buildings was not highlighted. This importance is detailed in the Wilsden Conservation Area Assessment (CAA) and confirmed by the fact that the emerging Wilsden Neighbourhood Plan identified these buildings as a Locally Important Building and a non-designated heritage asses.
The key quote from the CAA is
‘Almost by chance it would seem, two agricultural spaces have survived [now only this one] within Wilsden despite its considerable expansion and infill and the closing down of working farms along Main Street in the second half of the last century. The largest of these areas directly fronts Main Street next-door to St Matthew’s Church. To the east of the stables and barn, this strip of land extends behind the church and as far as the bank of Wilsden Beck. This unusual survival, which is still used for grazing, not only retains a small courtyard with farm buildings, but also its stone walls and, save the church, its original shape. This space and its use are a valuable connection between the village and the surrounding countryside’.
The barns are probably Georgian based upon both their appearance and the evidence of historic maps. We are pleased that no windows have been inserted in the south side of the barn as there is a local story that no windows were allowed in that due to a falling out between the mill master who owned the cottages behind the stables and the farmer, who owned the stables and fields to the north. We would propose any approval should include a condition about no windows in the south side of the building.

22/03333/FULChange of use of agricultural buildings and yard to Use Class B8, storage and distribution
Agricultural Buildings At Coplowe Farm Coplowe Lane Wilsden
11th August 20225th September 2022Wilsden Parish Council is not able to support this application due to lack of information on how any new business(es) at this sensitive site might impact on vehicle journeys. The site is situated on a narrow country lane which is promoted by CBMDC for leisure use, walking, cycling and horse riding. There are at least 250 horses stabled within a 2km radius of the site and the British Horse Society has already raised concerns about current traffic levels. A large part of the current vehicle journeys to the site are the farmer driving the 300 yards between his farm and the milking barn twice a day around 5am and 5pm.
Additionally, the site is adjacent to ancient monuments and consideration must be given to the effects that change in usage of the barn may have upon the historic landscape.

Harrop Farm Lane Side Wilsden
8th March 20224th April 2022Wilsden Parish Council does not support this application for the removal of condition
2 and 3 of the appeal condition in order to make the temporary condition permanent. In granting a
temporary condition for 5 years the inspector makes it clear that a factor in granting this temporary
condition was the inadequate provision under Bradford Council’s Gypsy and Traveller sites
policies, which was identified under the development of the Local Plan. It is the Parish Council’s
understanding that these inadequacies have been addressed. It is also the Parish Council’s
understanding that changes to the definition of both ‘Gypsy and Traveller’ and ‘Travelling
Showperson’ excludes, for planning purposes, anyone who has stopped travelling on a
permanent basis. The Parish Council would suggest therefore that by applying for permanent
permission the applicant is in fact excluding themselves from an important reason why the appeal
was granted.
The inspector made clear in the appeal that the development was inappropriate development in
the Green Belt and this was also the position of both Wilsden Parish Council and Bradford
Council when the original application was considered. The inspector also makes it clear that after
the temporary 5 year period that the site should be fully restored to its original condition prior to
this temporary occupation taking place.

21/04247/FULConstruction of one detached dwelling
15 Dewhirst Street Wilsden
1st September 20214th October 2021Wilsden Parish Council does not support this planning application for the following reasons:

• The Parish Council agrees with CBMDC’s Heritage Conservation Officer that the proposed building, which lies within the Conservation Area, is inappropriate to the Conservation Area in design, size and form. The application should be refused under NPPF’s recently revised para 134.
• The Parish Council concur with the Conservation Officers comment about the inappropriate scale of the detached house and the design in the context of the Conservation area.
• The site as outlined on the map incorrectly includes part of Moorside Road, a Public Highway.
• Vehicles cannot turn around on the site and would have to reverse onto this very narrow highway conflicting with pedestrians emerging from Public Footpath 182.
• No detail has been provided on the site’s boundary treatment.
• Application 13/02342/FUL for a single dwelling between Moorside Road and Dewhirst Street was refused because the Highways engineer stated that the intensification of traffic on these extremely narrow roads caused by even one more house would be detrimental to vehicular and pedestrian safety. It therefore follows that the same is true for this application.

If Officers are minded to support this planning application Wilsden Parish Council request that it goes to Panel.

The 2018 planning permission granted a generous extension, outbuilding and porch totalling a bigger volume than normally would be allowed in the green belt. Comments in the officer’s report showed that the planners had taken into account the nature of the surrounding settlement and reduced visibility from the street due to the corner plot in mitigating the greater volume. However, the further building of a kitchen extension at the rear compounds the overdevelopment and is less than 1 metre from the neighbour’s boundary.

There may also be overlooking problems for residents in Mainspring Road. The raising of the height of the infill building would be acceptable if it were without the dormers. The garden of Spring Mill House and the churchyard to the north are a key open space in the heart of the Conservation Area. There is concern over the loss of this open green space, together with harm to the setting of a listed building which would be caused by the two-storey new build. 21/01713/HOUPye Bank Cottage, Tan House Lane, Wilsden.  Alterations and extensions.April 20214 May 2021Wilsden Parish Council does not support this application by a majority decision.
The application is substantially the same in scale and mass as the rejected planning application which was refused in 2020, the decision was upheld at appeal. The Parish Council is of the opinion that the reasons given for the refusal of application 20/00084/HOU and the subsequent upholding of the decision at appeal are applicable to this new application 21/01713/HOU including the inspector's reasoning that 'The proposed extension, along with the existing extension, would result in a significant increase in the scale and massing of the building compared to the original dwelling. In effect, the combined effect would be an additional wing projecting to the side and rear, covering three storeys... [which] would result in a disproportionate addition over and above the size of the original dwelling' and the detrimental effect it would have on the openness of the green belt.
In under 20 years the dwelling has gone from a small, plainly built, one bedroom cottage to a three bedroom more visually complicated house which is in danger of over-dominating the parent farmhouse to which it is attached.
